What is Sceptre of enchantment (tradeable)?

The sceptre of enchantment (tradeable) is an item obtained from the Gifts from the Heart Treasure Hunter promotion. When used, it unlocks the untradeable sceptre of enchantment that was previously available in 2016 . The sceptre comes with ten charges upon activation, and can be recharged using oil of enchantment which adds one charge to the sceptre. Once per day, the sceptre can be activated granting a 4% experience boost for the player, alongside a 2% boost for other players nearby.
